This is an Interwar era (1918-1939) Model 1928/30 steel helmet of the Czechoslovakian Postal Administration (Československé pošta). It has a black paint finish, indicative of civil use, and features the postal insignia on the front bearing the initials CPS. The M-28/30 was designed for the military but was widely used by civil, police, and fire services. On one of the interior liner pads is the name Kuba. The helmet is missing its chinstrap.
