This uniform belonged to United States Navy Vice Admiral Eli Thomas Reich (1913-1999). Reich served as a submarine captain in the Pacific Theater of Operation during WWII (1939-1945) where he received the Navy Cross (second highest award given in the Navy before the Medal of Honor) three times.
